Commercial code requirements for shower enclosures in Jamaica

A common question we get from architects and contractors at the start of a commercial project is “what does the Jamaica Building Code actually require for the shower enclosure?” Usually the question comes with an unspoken second part. “And where is the latitude, because the budget is tight.”

This article is the plain-English overview of what the code says, where the hard lines are, and where you have room to work.

A couple of caveats up front. The code gets amended periodically. Your final spec should always be reviewed by the architect of record and the parish council’s building plans examiner for your project. We are installers, not code consultants. What follows is the lens through which we read the code on every commercial shower job we quote.

The framework

Jamaica adopted the 2018 International Building Code as the base for the 2023 Jamaica Building Code, with national amendments. Most of the relevant requirements for commercial shower enclosures sit in chapters 11 (Accessibility), 12 (Interior Environment), and 24 (Glass and Glazing), plus the plumbing-specific code which covers shower compartment dimensions, drainage, and waterproofing.

On every commercial shower job we quote, six categories of requirement come up: safety glazing, door swing and egress, slip resistance, accessibility for public-facing facilities, ventilation, and plumbing with waterproofing. We will walk through each one.

Safety glazing

The single most common code citation we see on commercial shower jobs is the safety-glazing requirement. Glass installed in a shower enclosure is a “hazardous location” under the code, full stop. That means it has to be either tempered or laminated safety glass, in every panel, regardless of size. Annealed glass is not permitted. Wired glass is not permitted. The safety designation has to be permanently visible, usually as an etched stamp in the corner of each pane.

For commercial fits we standardise on tempered glass at three eighths or half inch, depending on the panel size and use. Half-inch is more common in commercial because the door panels are larger and the use is heavier.

A subtle catch that often trips up first-time commercial fit-outs: any glass within 60 inches horizontally of the standing waterline of the shower needs to meet the safety-glazing standard, not just the enclosure panels. So if you have a decorative glass partition between the shower area and the changing alcove, that also has to be tempered. Same goes for a mirror over a vanity sitting within that radius.

Door swing and egress

Shower compartment doors in commercial installs must open outward, in the direction of egress. This is non-negotiable. The reason is medical. If a user collapses or slips inside the stall, an inward-swinging door is blocked by their body. An outward swing lets a responder reach them.

The clear opening of the door, measured from the door face to the stop when fully open, must be at least 22 inches for a standard adult-use shower. For an accessible stall, the requirement is 32 inches. We spec at least 24 inches on standard and 34 inches on accessible, leaving margin for door sag over time and for users carrying things.

The latching hardware should be operable with a closed fist, not a fine pinch grip. This is part of the wider accessibility requirement and applies even to non-accessible stalls. Round door knobs or pinch latches that need fingers to grip are not compliant on commercial shower doors.

Slip resistance

The floor of the shower stall, and the area within 24 inches outside the threshold, must meet a minimum coefficient of friction under wet conditions. The code references the ASTM and ANSI standards for slip resistance. The practical interpretation is that you need a tile or floor finish rated for wet shower use, not a polished tile chosen for looks.

For most of the commercial showers we install, the spec is a small-format porcelain tile (typically 2 inches square) with a textured surface, set with a slight slope to the drain. Avoid large-format polished tile inside the stall, period. Outside the stall, in the changing or drying area, mid-size matte porcelain or honed natural stone is acceptable, but you still want a non-slip finish.

This is also where the linear drain at the entry edge helps. By pulling water out of the user’s path before they step over the threshold, it reduces the slip risk in the most accident-prone zone.

Accessibility for public-facing facilities

Jamaica’s accessibility provisions, drawing from the international code and the local Persons with Disabilities Act, require that any shower facility provided for public or member use must include at least one accessible stall.

The specific requirements: a roll-in (curbless) entry or a transfer stall with a maximum threshold of half an inch; a clear interior of at least 36 by 60 inches for a transfer stall, or 30 by 60 inches for a roll-in; a fold-down bench mounted on the wall opposite the controls, sized at least 16 inches deep by 24 inches wide; grab bars on the back and side walls, 1.25 to 1.5 inches in diameter, mounted 33 to 36 inches above the floor; a hand-held shower head on a slide bar so the user can adjust the height; and controls operable with a closed fist, mounted on the wall to the side of the entry rather than the back wall.

For staff-only bathrooms accessed only by employees, the accessibility requirements may be relaxed depending on the size of the facility and the local plans examiner’s interpretation. Get the answer from your architect or the parish council in writing during design, not after the slab is poured. Retrofitting accessibility into a stall that was built to non-accessible specs is expensive and disruptive.

Ventilation

Chapter 12 of the Jamaica Building Code requires mechanical exhaust ventilation in every bathroom that does not have a directly openable window. For commercial showers, mechanical exhaust is required either way, because the use intensity overwhelms what a small operable window can clear.

The code minimum is 50 cubic feet per minute (CFM) per shower stall for intermittent use, or 20 CFM continuous. We usually spec 75 CFM per stall on a timer, because the bursty use pattern in offices and gyms benefits from over-spec at peak demand.

Ducting must vent to the exterior of the building, not into a ceiling void, an attic, or another interior space. This is a fire-and-mould requirement and inspectors check it.

Plumbing, waterproofing, and drainage

The plumbing code requires a waterproof membrane in the shower stall extending from the floor to at least 6 inches above the highest point of water exposure. In practice that means at least 72 inches up the wall for a standard rain shower head, and more for a high-mounted one. We spec the membrane up to the ceiling for commercial fits because it costs little extra and removes a whole category of long-term failure.

Floor drainage must achieve at least 2 percent slope (a quarter inch per foot) towards a single drain point. The drain itself must be sized for the flow rate of the fixtures: a single rain head and hand-held combo needs a minimum 2-inch drain, and a high-flow body-spray system needs 3-inch.

The shower pan or floor system must be tested for water-tightness before tiling, by flood-testing the membrane and observing for 24 hours. This is the test that catches the most issues on commercial jobs. Do not let the project skip it. We have seen retrofits forced by an inspector six months after handover because the test got waived during construction.

Where the latitude lives

A few places in the code give you room to make design choices without compromising compliance.

Glass thickness above the minimum safety standard. Half-inch is overspec for many panel sizes and three eighths is compliant for most.

Door swing direction beyond outward. Out is required. Whether that is to the left or the right, or a swing into a corridor versus a changing alcove, is a design call.

Tile selection within the slip-resistance band. Plenty of attractive options meet the spec. You do not have to use the rough industrial-looking tile to be compliant.

Hardware finish. The code cares about operability and durability, not about brushed nickel versus matte black. Pick what fits the brand.

Lighting style. The code sets minimum lumens for the space, not the fixture. Within that floor, you have full design freedom.

What to ask your installer for in writing

For any commercial shower install in Jamaica, the quote and the handover pack should include written confirmation of the glass tempering and laminate standard for every panel, the door swing direction and the clear opening dimension, the slip-resistance rating of the floor tile used, the accessibility compliance status of any stall marked accessible, the exhaust fan rating and the vent termination point, and the waterproof membrane height with flood-test sign-off.

If the installer cannot produce these in writing, the install is unlikely to pass inspection cleanly, and you will be the one explaining to the building plans examiner why a remedial job is suddenly on the schedule.
